Petition to Incorporate the City of New Whatcom, 1890

Notice of intention to present a petition asking for the Incorporation of the City of New Whatcom.

Notice is hereby given to all whom it may concern, that the following petition will be presented to the Honorable Board of Commissioners of the County of Whatcom at a special meeting thereof to be held at the City of Whatcom in said county commencing on the 16th day of April, A. D., 1890, at the usual hour of meeting of said board.

TO THE HONORABLE BOARD OF COUNTY COMMISSIONERS OF WHATCOM COUNTY, STATE OF WASHINGTON:

   We, the undersigned, qualified electors of said county and residents within the limits hereinafter set forth and described, do most respectfully represent to your honorable body and petition you as follows:

   That we are desirous of organizing a municipal corporation, under and by virtue of the laws of the State of Washington, which said proposed corporation shall be bounded as follows, to wit:

   Beginning at the section corner which is common between sections 9, 10, 15, and 16, township 38 north, range 2 east, and running thence east along the section lines to the quarter-section post between sections 10 and 15, township 38 north, range 3 east, and running thence south, along the quarter section lines, to the center of section 3, township 37, north, range 3 east, thence west along the quarter section lines through the centers of sections 4, 5 and through section 6 in township 37 north, range 3 east, until said line intersects the east line of the Lysle donation claim, thence south to the southeast corner of said donation claim, thence west, parallel to said quarter section line, along the south boundary of said donation claim to the southwest corner of said donation claim, thence further west continuing on the same line produced through section 1, township 37 north, range 2 east, to a point where said parallel line intersects the shore line of Bellingham Bay at mean high tide, thence following the meanderings of said shore line (considering the mouths of Squalicum and Whatcom creeks as part of such shore line) to where it intersects the section line between sections 15 and 16, township 38 north, range 2 east, and thence north along said section line to the place of beginning. Besides and also including any and all patented lands and tide flats situate and lying in front of any portion of the tract above described out to thirty feet of water at low tide.

   That the number of inhabitants within said proposed boundaries, as nearly as your petitioners are able to estimate, is about five thousand.

   That the inhabitants of said described territory are entitled to organize, and to have the same incorporated, under the laws of the State of Washington, as a municipal corporation of the third class.

   That we desire the name of said corporation shall be and that the same shall be known as the city of "New Whatcom."

   Wherefore your petitioners pray that the said territory and the inhabitants thereof may be incorporated and organized as a municipal corporation, under the provisions of an Act of the Legislature of the State of Washington, entitled "An Act providing for the organization, classification, incorporation and government of muncipal corporations, and declaring an emergency," passed by the first Legislature of the State of Washington, March _, A. D. 1890.

   And your petitioners, as in duty bound, will ever pray.
