Wahkiakum County Eagle-July 1996 Kenneth Heckard Long Beach resident, age 82, died in Bellevue. He was born in Long Beach, the son of Edwin and Ruby (Phair) Heckard. During his youth he played tuba with the Long Beach Boys Band and lettered in track at Ilwaco high school, graduating in 1931. While living in Cathlamet from 1936 until 1940 he met Agatha Malloy and they were married in 1938 in Centralia. They returned to Long Beach in 1944 when Ken purchased the Richfield oil distributorship which he operated until retirement in 1976. He was a dedicated public servant, serving on the Long Beach city council from 1954 until 1976 when he was elected mayor, serving until 1979. He also served on the Ocean Beach school district board and was instrumental in the planning and construction of the present Long Beach elementary school. Following his retirement he was appointed to the Lewis and Clark Trail Commission and during his tenure helped establish the Lewis & Clark Memorial Park in Long Beach. He was an active participant in the US Supreme Court case (Stella Hughes) 1966, regarding accreted ocean front boundary settlement. He is survived by his wife of 58 years, Aggie; daughters and sons-in- law Sue and Erich Giese of Richland, and Nancy and Roger Krause of Snohomish; son Ed Hechard of Seattle and son and daughter-in-law Bill and Marcia Heckard of Montrose, Co; brother, Cliff and wife Wini of Frederal Way; sister Lucile Re of Milwaukie, Ore.; sister-in-law June Heckard of Long Beach; grandchildren, Will, Andrew, Dan and Steve. He was preceded in death by brothers, David, Richard and Lawrence. Family graveside services were Tuesday in Long Beach. Pentilla's Chapel by the Sea, Long Beach was in charge.
